Larry Overton founded Larry J. Overton and Associates in September of 1984. Overton and Associates is a full service lobbying and consulting firm specializing in the appropriations process. From 1981 to 1984, Larry acted as the Secretary for Program Planning and Development within the Department of Health and Rehabilitative Services. There he directed the Department's planning and policies activities including Medicaid, aging and adult services, economic services, mental health, children's medical services, and developmental services. Larry also directed the Departments' budget policies, implementation of client information system, Medicaid reform, and deinstitutionalization efforts. In 1980, Larry was appointed Deputy Secretary for the State of Florida's Department of Health and Rehabilitative Services by the Governor, managing the Department in internal affairs.Larry earned his master's degree and Bachelor of Arts degree from Florida State University. He received a Certificate of Education for Senior Executives in State and Local Government from Harvard University in 1982.Larry is an active fundraiser for numerous charities and is the establishing founder of the Robert Sharpe Scholarship for Health Policy Studies. He and his wife Dianne have two grown sons and live in Tallahassee, FL.
Joel Overton has 15 years of experience working in state and federal government. His experience includes policy development and analysis in the fields of health care, education, and Medicaid fraud.Joel has a Bachelor's of Science in Political Science and Master's Degree in Public Administration. Both degrees are from Florida State University.Joel joined Larry J. Overton and Associates in 2005. As a registered lobbyist, Joel develops legislative plans, appropriation requests, negotiates with legislators and interest groups, and analyzes the effects of legislative and regulatory events pertinent to clients. He also acts as a liaison between clients and various state agencies.
Jimmy is the former government relations director for Coral Gables-based HMO Preferred Medical Plan.He previously served as legislative aide to House Majority Whip Gaston Cantens, playing a role in the 2002 election cycle. He graduated from Florida State University with a B.S. in Communications/Public Relations.
Second to Larry, Diane has been with Larry J. Overton & Associates the longest. Through her work, Diane has helped Larry and the rest of the team shape the firm into a leading lobbying entity in the state of Florida.
